Managing Partner, Zhong Lun Law Firm

Sun Wei is a managing partner at Zhong Lun Law Firm with extensive experience in domestic and international arbitration and litigation, especially in the field of construction and infrastructure, energy, corporate equity, etc. He is the Representative of China to UNCITRAL Working Group II, Board Member of Singapore International Mediation Centre, and Member of ICC International Court of Arbitration. Mr. Sun is frequently appointed as an arbitrator in international and domestic arbitration cases. He has received awards such as Who’s Who Legal 2023 Arbitration “Global Leader” and ALB’s “2020 China Top 15 Litigators.”

GE Huangbin

Director, LVM Law Chambers

Ge Huangbin specializes in international arbitration and complex cross-border disputes involving China. He has been appointed as an arbitrator by prestigious institutions, including SIAC, CIETAC, SHIAC, SCIA, and other international arbitration courts in China. He has represented clients from China, North America, Southeast Asia, South Asia, and East Africa in arbitrations held in Singapore and London.

Huangbin serves on the committees of several arbitration institutions and academies, such as the Central Asian Court of International Arbitration in Kyrgyzstan and the Dispute Resolution Research Center at Peking University Law School. He was the inaugural Head of China at the Singapore International Arbitration Centre (SIAC).

He is a contributing author to authoritative publications on international arbitration related to China, including the recent 2023 Report on International Arbitration of IPR in China, published by China Legal Publishing.

Vice President, CIETAC Arbitration Court

Xie Changqing has 30 years’ rich experience in commercial disputes resolution either as a case manager, a presiding arbitrator, sole arbitrator or co-arbitrator. She is an arbitrator of CMAC and a member of the HKIAC Panel of Arbitrators. Before the present position starting from 2021,she had been working on the position of Secretary-General of CIETAC and CMAC Tianjin Sub-Commission and Vice Secretary-General of CMAC for many years.

Fu Xiaohui is the Chief Representative of China Council for the Promotion of International Trade (CCPIT) Representative Office in Singapore and Secretary General of China Enterprises Association ( Singapore ). He use to work at Human Resources Department of CCPIT, China Trade News, China International Economic Cooperation and Investment Inc.

Gloria LIM

CEO, Singapore International Arbitration Centre

Gloria Lim is the CEO of SIAC. She is responsible for the overall management and operations of the institution.

Gloria was previously the Director of the Legal Industry Division in Singapore’s Ministry of Law. She was awarded the Public Administration Medal (Bronze) in 2008, and was awarded the Public Administration Medal (Silver) in 2016.

Gloria also headed the Singapore delegation involved in the UNCITRAL Working Group II (Dispute Settlement) discussions from 2019-2021.

She graduated from the National University of Singapore (NUS) and is called to the Singapore Bar. She also holds a Graduate Certificate in International Arbitration from NUS and an LL.M from Harvard University.

Paul TAN

Co-Chair, ADR Committee of the Law Society of Singapore

Paul Tan is a partner in the Singapore office of Gibson, Dunn & Crutcher. He leads the arbitration practice for the firm in Asia.

Paul is ranked by all major legal publications, including Legal 500 as a “leading lawyer” in his areas of practice, which encompasses international arbitration, litigation and arbitration-related proceedings across a range of industries and concerns. In addition to his counsel work, he sits as an arbitrator in Singapore International Arbitration Centre (SIAC) and International Chamber of Commerce (ICC) cases.

He recently published two books: The Law and Theory of International Commercial Arbitration in Singapore (2022), and A Commentary on the Singapore International Arbitration Act (2023). He is also the co-author of the next edition of Mustill and Boyd’s treatise on international commercial and investor-state arbitrations.

He is also the co-chair of the ADR Committee of the Law Society of Singapore.

Tim MENG

Managing Partner, GoldenGate Lawyers

Tim Meng is the Managing Partner of GoldenGate Lawyers, a law firm based in Beijing and listed with CIETAC and various other prominent arbitration institutes.

Admitted to both the Chinese National Bar and the New York Bar, Mr. Meng has been recognised as one of the most competent PRC commercial litigators, who is expert at CISG, cross-border transactions, engineering, and IP protection.

Mr. Meng is a Fellow of CIArb and associated with ICCA, VMAA and ECAA. He has been an active judge with the Vis East Moot, CIETAC Cup, Frankfurt Moot and FDI Moot in the past 20 years.

Deputy Director, CIETAC International Cases Division

Ms. Yin is a frequent speaker of international conferences. She has handled thousands of arbitration cases during her legal career with CIETAC. CIETAC has accepted 5237 cases in 2023 and ranked among the five most preferred arbitration institutions in the world, according to the 2021 International Arbitration Survey published by Queen Mary University of London and White & Case LLP.

Cunyuan is responsible for overseeing SIAC’s activities in China. He is a member of the SIAC delegation at UNCITRAL Working Group II (Dispute Resolution). He graduated from Renmin University of China and Peking University School of Transnational Law, with Bachelor’s degree, JD and JM Degrees. He is qualified as an attorney in China. Prior to joining SIAC, he worked in a leading Chinese law firm in Beijing, where he advised and represented clients in international arbitrations and related lawsuits.

Partner, Allen & Gledhill LLP

William is the Co-Head of the Litigation & Dispute Resolution Department at Allen & Gledhill. His areas of practice encompass international arbitration, banking litigation, corporate insolvency and restructuring, and corporate litigation. William has substantial experience in banking litigation, financial and securities-related disputes, and regularly acts in disputes involving structured products, margin trading, valuations, guarantees and enforcement of security. He is also actively involved in representing clients in corporate disputes, such as shareholder and directors’ disputes as well as joint venture disputes. WEI Ziping

Director, CIETAC Supervision and Coordination Division

Wei Ziping has worked for more than 20 years with different Divisions of CIETAC and accumulated rich experience in international commercial arbitration. As a case manager, she assisted for the tribunal with the procedural administration of almost 1000 cases. As a member of awards scrutinizer, she has scrutinized more than 2000 awards ranging from the international sale of goods, joint venture, equity transfer, fund investment etc. She also serves on the panels of arbitrators for CIETAC and CMAC.

HEE Theng Fong

Independent Arbitrator

Mr Hee joined the Singapore government legal service upon his graduation in 1979 from University of Singapore. He also holds a Diploma in PRC Law. As a proficient bilingual (English/Mandarin) lawyer, he has served as counsel or arbitrator in over 200 litigation and arbitration cases during his more than 40 years of experience, many of which have been reported in Singapore Law Reports and numerous law journals. He has written many awards in both English and Chinese in matters administered under SIAC, CIETAC, HKIAC and ICC rules. He is also a member of Singapore-China Joint Experts Team.

Head of Legal, Asia Pacific for Syngenta

Teck Wah is currently the Head of Legal, Asia Pacific for Syngenta, a global agribusiness company. Teck Wah oversees a team of lawyers supporting a business of more than US$2 bio in 13 countries in the Asia Pacific region.

In his 24 years with Syngenta and more than 10 years in private practice before that, Teck Wah has successfully handled many complex legal issues in multiple jurisdictions including M&A and divestment transactions, setting up JVs and collaborations, ensuring FTOs in new markets and businesses and various types of litigations.

Invariably, one area that Teck Wah has had to manage is dispute and litigation resolution, including but not limited to JV disputes, IP enforcement and product liability claims. In resolving cross border disputes, Teck Wah has appeared before the Singapore International Arbitration Centre (SIAC) and the Singapore Mediation Centre (SMC).

Chairman, Beijing Haiwai Junhe Engineering Consulting Co., Ltd.

Cui Jun is LLB, LLM, Managing Director of Frontier and Partners, a practice specializing in international construction law and international construction projects. He is Arbitrator of China International Economic and Trade Arbitration Commission.

His experience includes contract drafting for international construction contract, contract negotiation, and construction claim for international projects as well as domestic and international arbitration and disputes settlement such as DAB/DB for international construction dispute. He regularly advises some of the China’s international major contractors and his current caseload involves projects in Asia, Africa, Middle East, Latin America and Europe. Since 1989, he has worked abroad for more than 20 years in Middle East, Asia, Africa and Europe.

LIM Soo Kim

Deputy Managing Director and Legal Counsellor, China Harbour, Singapore

Mr Lim Soo Kim is currently the Deputy Managing Director and Legal Counsellor of China Harbour (Singapore).


He has more than 35 year of experience in marine, coastal and land reclamation projects in Singapore such as Pulua Tekong, Southern Islands, Pasir Panjang and Tuas Mega Port.

He graduated from University of Manchester in 1982. He joined the HDB, in Nov 1982 and last held the post of Deputy Director (Coastal Engineering) till Dec 2014.

Apart from his engineering experience, he is also well known for his vast experience as a contract administrator handling numerous multi-million contractual disputes, including bilateral disputes.
