Across Asia, governments are pursuing greater regional integration, cross-border energy trade, and private investment while simultaneously placing increasing emphasis on energy security, affordability, and strategic autonomy. As new infrastructure is built, markets evolve, and capital is deployed at unprecedented scale, the assumptions underpinning energy investments are being tested in real time. How are governments, investors, developers, utilities, and consumers navigating competing priorities around market liberalization, state intervention, regional cooperation, and long-term energy security? Bringing together leaders from across the energy sector, this panel would explore the commercial, regulatory, and legal forces reshaping Asia's energy landscape, and what they mean for investment, contracting, and the governance of increasingly interconnected energy systems.

Jackie SURTANI
Regional Director, Asian Development Bank, Singapore
Jackie Surtani is the Regional Director and Head of the Singapore Office of the Asian Development Bank (ADB), where he leads engagement with the Government of Singapore, the financial sector, and regional public and private sector infrastructure initiatives. With over 35 years of experience in Asian infrastructure finance, lending, and advisory, he has held senior leadership roles at ADB, Siemens Financial Services, JP Morgan, Credit Suisse, and KBC Bank. His expertise spans energy, infrastructure, telecommunications, and project finance, including renewable energy, digital infrastructure, and sustainable transport. Jackie holds degrees from the University of East Anglia and the University of Oxford.

NG Jern-Fei KC
Advocate & Arbitrator, JFN Chambers LLC
Ng Jern-Fei KC specialises in commercial litigation and arbitration, with 20+ years' experience appearing before courts and tribunals and sitting as arbitrator in different jurisdictions. He has acted as counsel in some 400 cases and as arbitrator in some 50 cases (as presiding, sole and co-arbitrator). He also sits as a Deputy High Court Judge in Hong Kong and is a member of the board of Maxwell Chambers. He acts for a number of Asian governments and sovereign wealth funds, as well as many of the region’s leading state-owned and private corporations. Jern-Fei was awarded the Singapore Academy of Law’s Merit Award by the Chief Justice of Singapore for his contributions to the legal profession. He has been named one of the 45 leading practitioners in arbitration under the age of 45 by the Global Arbitration Review.

Thara GOPALAN
Vice President, AAA-ICDR
Thara Gopalan is Vice President at the International Centre for Dispute Resolution (ICDR), the international division of the American Arbitration Association (AAA), the world's largest provider of ADR services. In this role, she leads the AAA-ICDR's strategy, operations, and development across Asia, Africa, the Middle East, and Oceania. Before joining the AAA-ICDR, Thara practiced as a commercial disputes lawyer in Singapore, appearing in matters raising novel questions of law before all levels of the Singapore courts, as well as in arbitrations and mediations involving parties from around the world. Today, Thara works with governments, businesses, lawyers, and other stakeholders to develop dispute resolution frameworks that support cross-border commerce and help organizations manage legal and commercial risk.
